Suzanne Mulligan is a professor of the practice at the Institute for Social Concerns. She co-directs the Catholic Social Tradition Minor with Margie Pfeil and runs the lecture series Encounter: Conversations on Catholic Social Tradition at the institute.

Mulligan’s research focuses on topics such as the common good, homelessness, poverty and inequality, HIV/AIDS, and gender violence. Her latest book, Dwelling with Dignity: Catholic Social Teaching and Homelessness (2025, Liturgical Press), critically assesses the housing crisis through the lens of Catholic social tradition and considers how foundational concepts like human dignity, the common good, and integral human development help to enrich and reshape current housing debates. 

Prior to her appointment at Notre Dame, Mulligan had two decades of university experience, teaching at both the Milltown Institute, Dublin, and the Pontifical University, Maynooth, Ireland. She has taught extensively across a range of subjects within Catholic moral theology, but the social doctrine of the Church is her primary area of expertise. She is the former editor of the Irish Theological Quarterly and is a member of the planning committee of Catholic Theological Ethics in the World Church.

Mulligan completed her Ph.D., M.A. and STL at the Pontifical University at Maynooth.
